Built in 1979, the
Empire Wastewater
Treatment Plant was
designed to treat up
to 12 million
gallons of
wastewater a day.
The plant is located
in one of the
fastest growing
communities in the
Twin Cities area. To
meet the continued
growth of the
community, the plant
services needed to
double in size. As a result,
the treated
wastewater had
potentially harmful
environmental
effects on the
Vermillion River
where it was being
discharged. In order
to avoid potential
harm to the scenic
Vermillion River, it
was determined that
the water needed to
be pumped from the
Empire plant into
the Mississippi
River in Rosemount,
MN.
The Native American
firm, Meyer
Contracting was
asked to install the
main 60” sanitary
interceptor line
which included over
9000 linear feet of
specialized forced
main, structures and
fittings. This
included the bypass
of an active
sanitary line, while
redirecting the flow
to the new facility.
A 28’ deep, 120”
manhole with 48”
Hobus Fiberglass
Piping was the first
manhole installed on
the Rosemount
Interceptor Line.
The second phase of
the project included
the installation of
two specialized 18’
force mains with
cathodic protection.
